This is a Stair Rail. It is constructed of 1-1/4 Sq. Tube, 1/2 Sq Tube and 1 x 1/4 Flat Bar. (all steel) and has 12 cast iron designs welded in. See pictures for dimensions.
It appears to be constructed for a wooden cap rail to be attached.
